Layer coverage panel shows removed layers

Describe the bug
Sometimes the layer coverage panel will show a layer that is not in the sidebar.
To Reproduce
Steps to reproduce the behavior:
- Go to
?l=Reference_Labels_15m,Reference_Features_15m,Coastlines_15m,VIIRS_SNPP_CorrectedReflectance_TrueColor&lg=false&t=2019-09-01-T11%3A30%3A00Z - Add GOES East Red visible
- Remove GOES East Red visible
- Open layer coverage panel
