Data Tab: "Why are some layers not available?" Pop-up text /ascii error

In the "Data Download Availability" pop-up, the first sentence says:
"Data will not be available on dates outside of each layer&apo;s respective coverage date range."
Probably need the ascii for " ' "
This is SIT too, but not Ops
