Update geostationary layers for a 90-day retention policy

All of our geostationary layers now have a 90-day retention policy. While our GeoColor layer descriptions list the retention period as 90 days, the rollingWindow value in the layer configurations are still listing 30 days.

The rollingWindow value and the descriptions of the other geostationary layers (i.e. the ones from SPoRT) also need to be updated to reflect our updated 90-day retention policy.
