Codecov may not be uploading the RHEL build coverage results

Stumbled across this by chance. The upload job errors out while creating the codecov commit. May not be uploading the coverage results. Might increase coverage percentage if fixed.

Updating python dependency to 3.11 may fix this

Reverted Rhel build to use upload v3 so it doesn't error out. I don't believe this is correct but is a temporary fix until we figure out what is going wrong.

Codecov uploader v4 cannot be used with rocky 8 due to a glibc 2.29 dependency. Code coverage cannot be combined. Leaving at uploader v3.1.6 for now.
