Make navigation sticky

This is a decent example of what I'd like to happen. Scroll a little down the page and the new nav animates down from the top: https://www.nationalgeographic.org/dc/events/

Nav that currently exists will show up as the screenshot below when it is sticky.

@scisco let me know how I can help. Of course I'll do the styling etc...

@dereklieu is there any way we can do this as well. I think it would really help tie the page together - having a clear indicator that's always at the top of the page as to when the data was last updated.
