Right now there are two build scripts "staging" and "production" that don't do anything but build the dashboard dist. Seems like we should change those to a "build" script.
that would mean changing the .circleci/config.yml & ./ngap/bamboo/build_release_package.sh to use build.
Just looking to simplify, but I could be off base on what's actually going on elsewhere.

Great idea and it is on my list of things. Totally necessary. Please send the PR if you have time.
