add function primitive

idea is to allow the user to call functions wherever in the panel. currently, only 3 base functions are allowed at initialization, the start of each refresh cycle, and shutdown. want to expand this for unlimited user defined functions.

will be useful for more complex variable calculations whose results will depend on the variable values set at that point in the refresh cycle
