[Bug]: inconsistent number of shards for some indexes

Describe the bug

When I inspected elasticsearch on INT, I noticed the number of shards for some indexes is not consistent.

What did you expect?

I expected almost all of them should use 8 for consistency. But 5 indexes are using a inconsistent value of 1 instead.

Reproducible steps

1. Connect to Elasticsearch using the Chrome plugin
2. Observe number of shards per index
