We need an auditable, shareable model that describes when two USSs have negotiated plans, especially when that negotiation results in the intersection of those operations. Adding that initial model. May need to follow up with API changes that describe how this model is to be shared.

We won't use this in Sprint 3, so won't do any more work now. Any changes (there will probably be some) will be taken as new issues as we prep for Sprint 4. Comments welcome.
