announcement: kwh, a browser extension for interacting with ptarmigan

I know Ptarmigan is not meant to be used primarily as a personal/home Lightning node, but in any case someone is doing that, it's nice to have a nice interface to access it from the browser and easily send and receive payments in websites that use webln.

Hi there. I confirmed it works well with ptarmigan on testnet.
If using Chrome, this extension needs to input URL of REST-API(like 'http://localhost:3333/api/') in endpoint of browser option(chrome://extensions/).
