error after adding library to project "could not find fragment.jar"

hi, I used this library in several projects, but for my recent project after I add this library, I can sync my Gradle perfectly, but after I try to run my app, I get this error:
Could not find fragment.jar (androidx.fragment:fragment:1.1.0). Searched in the following locations: https://dl.google.com/dl/android/maven2/androidx/fragment/fragment/1.1.0/fragment-1.1.0.jar

I tried to add this to my project to fix this problem :
implementation "androidx.fragment:fragment:$fragment_version"
but I get the error with this warning :

why this is happening?

with kotlin version :
ext.kotlin_version = '1.3.50'
