Revert Terraform ap-southeast-4 workaround

Since Terraform's S3 backend doesn't currently support Melbourne (ap-southeast-4), I'm working around it by manually building terraform in CI with an upgraded aws-sdk-go version.
Once this issue is fixed in a future Terraform release, this workaround can be reverted.
