Add a --version argument that prints (e.g.)

mosrs-auth version 0.9.5

and returns. Also print version information for --help as (e.g.)

mosrs-auth version 0.9.5: cache password to MOSRS for Rose and Subversion

and for --debug as:

DBUG: mosrs-auth version 0.9.5

Similarly for mosrs-setup.
