Simplify market price settings

The thing about market price settings, they are bit confusing right now. Market cache setting should be only used when you are loading prices automatically, if you do it only on hover, then you are utilizing cached price list incorrectly.
The cached price list setting should be removed, and should be automatically applied when using auto loading market prices for all items.
The BLACK-LIST ITEMS THAT DO NOT HAVE A MARKET LISTING setting should be removed as well, because I am certain that nobody uses it. Instead, Steam API requests shouldn't be fired at all when using auto-loading and when the item does not exist in cached price list storage (while considering that the price list is fairly up to date).
