https://www.haskell.org/hoogle doesn't know anything about Snap or Heist.

for example function textSplice. I can google it by "textSplice hackage"

and get https://hackage.haskell.org/package/heist-1.1.0.1/docs/Heist-Interpreted.html

Heist is not in Stackage, and Hoogle only indexes things in Stackage. To get heist indexed, add it to Stackage. Snap is a similar story.
