Summary
Since the NEAR wallet is currently requiring users to disable 2FA as a prerequisite to account transfer/migration to other wallets, it makes sense to not allow any new users to enable 2FA either.

This UX aligns well with how the wallet treats email/phone recovery, where only existing users of that feature sees the module.

Solution
Remove ability for any user to enable 2FA in the NEAR wallet. Only show the 2FA module to users that currently have 2FA enabled.
