optic-release-automation-action: use the latest v4 release instead of a specific branch

The optic-release-automation-action is not currently working as expected generating the changelog starting from the latest base release. Instead, it's selecting an older base release.
This behaviour has been fixed in optic-release-automation-action with this PR: nearform-actions/optic-release-automation-action#195 .
After an investigation described in this comment: nearform-actions/optic-release-automation-action#256 (comment)
in order to use the latest features implemented in optic we need to point to the correct latest v4 release of it.
This is needed to solve the issue described here: nearform-actions/optic-release-automation-action#256
