Can't copy publicly shared folders to a non shareable TeamDrive

I have team drive from vvc edu. It's teamdrives don't have permission to share folders publicly.
When I try to copy a publicly shared folder into it, bot makes folder but doesn't copy file.
in logs i see this error.
Can we stop to set same permission of file while copying??
