[FAILED] Failed to start LSB: rng-tools (Debian variant)

Describe the bug
Occasionally, rng-tools will fail to start correctly. It fails as it cannot detect any hardware devices to seed the entropy pool from. Why this happens sometimes, I'm not sure. However, Linux 5.11 has a commit changing behaviour of the hw device UMLprovides to read /dev/random from the host: torvalds/linux@72d3e09
We will likely be able to remove our rng-tools + systemd seed patch in 5.11.
