[Honeycomb] handle parent based sampling

Cover issue currently blocked by - honeycombio/honeycomb-opentelemetry-node#203 - we're passing in the traceFlags from buildbot to @netlify/build however the current HoneycombSDK default sampler and property handling does not allow us to either build a separate ParentBased sampler or be aware of the parent span context when sampling a span.

Once either of these is merged:

We should be able to follow up and make @netlify/build parent span context aware/
