Bug: Adding an additional GitLab email breaks external login

Reproduction:
- Create a site with GitLab auth provider (with invite only configured under Identity settings).
- Invite GitLab primary email.
- Login with GitLab to site - see that login works.
- Add another email to GitLab.
- Try to login with GitLab - see that login fails with "Signups not allowed"
