Makefile: docker-generate traget taking long time without test target

For a quick development of the eBPF code, I tried to remove the test target from the build target.
But in this case, the docker compilation with docker-generate target takes a long time.
The docker downloads a lot of go folders each iteration.

Not relevant, In the second compilation, the GO folders are not downloaded again.
