Bionic address shouldn't be:
http://cdimage.ubuntu.com/releases/release/ubuntu-server-amd64.iso

It should be:
http://cdimage.ubuntu.com/releases/18.04.3/release/ubuntu-18.04.3-server-amd64.iso
