`dirs` is unmaintained switch to `dirs-next`

dirs hasn't been updated in 10 months according to crates.io, posted on reddit dirs-next seems to be a successor to the dirs crate, and should be switched to as a dependency over dirs.

Chiming in to note this issue as well - we (https://github.com/bytecodealliance/lucet) depend on shellexpand and the dependency on dirs is now a warning in the rustsec database: https://rustsec.org/advisories/RUSTSEC-2020-0053.html

dirs does indeed appear to be unmaintained - the repository is in read-only mode https://github.com/dirs-dev/dirs-rs

I don't think it would, shellexpand seems to be unmaintained as well

I'm very sorry for the delay. This is fixed in #12 and available in version 2.1.0.
