Update Release workflows to also tag AITs and Cache repos

While putting together the 8.11.1 release, it was discovered that the AITs had changed significantly enough that we could not run them against the new release. We could go back and try to find the correct hash code to run the workflow against, but we thought it may also be worthwhile to simply create a tag for those repos at the same time we create the tag for the agent repo, so we can go back to it at any time.
