Actions menu focus goes to first element, makes long menu scroll jump

Hovering a large actions menu like in Talk conversations has a jumping focus as far as I can observe:

In this video I'm only moving my cursor around. I'm not scrolling myself. Every time I hover between two actions, the "hover focus" goes to the first element and makes the menu scroll.
This is frustrating when I accidentally send a wrong message and want to quickly go to Delete. The menu typically jumps two to three times before I can reach the last action in the menu.
Tested on Talk / Nextcloud 28 beta 3.
