Feature: Notfications for new files

There is currently no option to be notified for new uploaded files. This is particularly needed to alert us to when a new file is uploaded via an anonymous folder share.

The notifications app is just an empty skeleton and does not create any notifications itself. Please raise your ticket in the server repository for the files/sharing app
