Install WSL 2: Might be possible to simplify this step by telling users to download/install something from Microsoft Store. Will need to revisit - #81 (comment)
Install Docker: Need to double-check if non-admin user can follow the same steps.

It's been a few years and there's been no complaints around WSL installation or non-admin restrictions (that I'm aware of). For the 2nd point, we now have the singularity runtime as an alternative on HPC systems. Closing without action.
