arc.cwl in top.level directory

As already discussed in the speaker round, having the arc.cwl in top.level directory referring to workflow.cwl(s) and run.cwl(s) has to be [optional]. If two or more workflows are present consistency and executability can hardly be ensured.

Adopting a formal view, if somebody just deposit raw data as assay no workflows are present. Hence, arc.cwl has to be [optional].
