[BUG] Editing local config with "arc config edit -l" does not work

Describe the bug
Running the commands
arc config edit -l
or
arc config edit --local
Results in an error

To Reproduce
Steps to reproduce the behavior:

1. Download arcCommander version 0.3.1
2. Initialize an arc
3. Run the commands mentioned above

Expected behavior
Notepad with the settings should open for editing
