Distribute packages binary and dotnet tool alongside the container

In the same vein as #38 , we should distribute the arc-validate cli tool v2 as binary and dotnet tool in addition to the container.

i do not think there is any benefit to this, as the docker image arguably is the preferred distribution people should use anyways. Might re-visit once someone actually asks for this feature.
