[guide] Updated validation/cqc pipelines

After the 2024-07-09 downtime of the DataHUB, the new Continuous Quality Control (CQC) pipelines and validation tooling for ARCs will be live.
This will require users to opt-in into the process, meaning that user action is needed for those ARCs that currently use the validation for the ARChive. A guide for this should be in place tomorrow. We made sure that the ARCitect will support editing the required files (nfdi4plants/ARCitect#211).
I will create this tomorrow.
