Switch repo to NGINX org

This repo needs to be migrated to the NGINX org. Before we do so, we need to update various files so that they comply with our latest best practices/requirements per https://github.com/nginx/template-repository:

• Update community files to their latest versions
• Switch issue templates to issue forms
• Add a CODEOWNERS file
• Add F5 CLA workflow
• Add Scorecard workflow

This repo follows the latest NGINX standards and has been migrated to the NGINX org.
