Should this module be migrated to the OpenTelemetry contrib community?

It would be ideal if the OTEL community maintained and managed this module and, perhaps, work on ways to abstract some of the ideas here into other script-like OTEL features for infrastructure configuration/definition.

At the moment, no, as current implementation uses very little of OTel SDK. Though, I don't see a problem with keeping it within F5/Nginx either.
I'm not sure I understand the part about "script-like OTEL features"...
