docs: Community Code of Conduct page from angular.io not found

The link to the "Angular Community Code of Conduct" from CONTRIBUTING.md results in a Page Not Found.

The closest thing I can find is the main angular/angular file CODE_OF_CONDUCT.MD, aka the "Contributor Covenant Code of Conduct". But I think that's just for the Angular repo itself.

To be best of my searching with the new site's searching functionality, I cannot find it in angular.dev either.

Edit: I know the official Angular docs are in a weird point right now, and this is less about this project, but I am wondering if there is one out there that CONTRIBUTING.md can point at instead for now. If there isn't one, I can file this as an issue in the Angular repo as well.
