Add linting to the prototype kit

In order to keep the code quality on the prototype kit to a decent standard, it'd be useful to implement some linting tools.

These could be run locally and on a pull request workflow for Github.

We can possibly recycle the same tools and similar configs used in our other repos like nhsuk-frontend.
