On destroy this error comes up frequently:

Re-running destroy completes successfully.

This seems to be caused by the Harbor helm chart getting destroyed, unsure if its a chart or provider problem.

Planned resolution is to migrate Harbor to ytt/kapp, which was on the radar anyway.
