Ender chest is not prioritised for deposits

Describe the bug
When attempting to use /money deposit without a container vault, currency is simply reshuffled within the player inventory.
Expected behavior
When container vaults are disabled or full, deposits should be directed to the ender chest. This should fill shulker boxes containing currency first.
Desktop (please complete the following information):
- Server Type: Paper MC 1.19.2
- Gringotts Version: 2.12.4
- Vault Version: 1.7.3
Additional context
Containers are disabled, and include-shulker-boxes is enabled.
