Personal folders not created

Steps to reproduce

1. Enabled the personal folders feature in the settings
2. Enabled "Enable Personal Folder feature for this user" for each user
3. Set an hourly schedule for the "Ensure users personal folder are created" task

Expected behaviour

Personal folders should have been created.

Actual behaviour

They aren't.
Also, there isn't a "run now" button next to the "ensure..." task
