Problem when SNPP data is older than NPP

Attempting to apply NPP variant to SNPP data in a year predating NPP results in an empty age-sex marginal and a subsequent exception. This currently happens for Wales (SNPP is 2014-2039) in 2014 or 2015 as the NPP data starts in 2016.
Simple fix is to not attempt to apply an NPP variant before the NPP data exists - just filter the SNPP data as apprpriate.
