Upgrade to H3 v4.0

Upstream H3 released RC1 of v4.0: https://github.com/uber/h3/releases/tag/v4.0.0-rc1
There are a few of breaking changes, like most operations are now failable. This will require quite a few changes in these crates. Now is a good time to prepare this upgrade

Merged migration th H3 v4.0.0-rc1 into master.
The H3 v3.x based implementation is still available in the h3-version3 branch
