Number Formatter should always output numbers to 2 decimals places

Number formatter should always format numbers to 2 decimal places except when the number is an integer.

Steps to reproduce:

• Add a new item
• Set price to 98.88
• Set saved to 0
• Set Increment to 50
• Set Add Taxes to false
• Saved item and click on the plus

Expected output:

• Difference to be 48.88
