Windows: kill/restart process from UI causing unresponsive terminal

I could not reproduce this on my Windows machine. Keeping it open in case someone else reports it.

Update/clarification: shutting down via web UI works as expected, but the process takes several minutes to stop. Once facet lets go, the terminal can be closed as normal.
Restarting servers fails with this error ("address already in use"):
