Run CI on all starter projects

Aim
We should make sure that all of the project tests work with the latest version of nargo and the latest npm packages.
- vite-hardhat
- next-foundry
- with-foundry
Expected Behavior
all tests should pass when this job is run every nightly, otherwise this repo should be updated.
