questions about Update method

In the cordova-hcp.json file, if I set the ‘update’ value to ‘start’, install the app, start it, lock the phone screen, and then unlock in a few seconds, the app will install new contents. The same happens when ‘update’ value is set to ‘resume’. So does this mean that as for the value ‘update’, it doesn’t make any difference to set it as ‘start’ or ‘resume’? What should I do if I want the app to update itself only when being restarted?
