[bug?] Command `open link under cursor in new hover editor` doesn't work on URI to files or weblinks.

Try using this command to open a video timestamp link and display the video player in a popover in just one step, but there is no response.
Also having tested in the sandbox vault that it also fails to open a URI link to a local MD file or an external link while collaborating with the third-party plugin Surfing.

As a workaround, you can open the link in a new tab, then use the "Convert current tab to Hover Editor" command. Currently it isn't possible to hover things that aren't files in the current vault, as nothing generates preview events for them. Obsidian and other plugins only generate hover preview events for files, not URLs.

Thank you for the workaround, I'll use Quickadd to make a macro.
