The file https://github.com/notofonts/noto-fonts/blob/main/unhinted/ttf/NotoSansCJK/NotoSansCJK-Regular.ttc in this repo is a HTML page, not a TTC file.

Thanks; that file shouldn't even be in here, as CJK is delivered separately.
