Using the tool in fonttools/fonttools#2571:

Glyph DblCrossbarNS was not compatible: 
    Contour order differs: [0, 1] in NotoNastaliqUrdu-Bold, [1, 0] in NotoNastaliqUrdu-Regular
Glyph MultiplyArabic was not compatible: 
    Contour start point differs: NotoNastaliqUrdu-Bold, NotoNastaliqUrdu-Regular
Glyph Per10milleArabic was not compatible: 
    Contour order differs: [0, 1, 2, 3, 4] in NotoNastaliqUrdu-Bold, [0, 2, 1, 3, 4] in NotoNastaliqUrdu-Regular
Glyph PermilleArabic was not compatible:
