Live-cluster tests for Calico

This requires changing the 'live-cluster' job in the test-push workflow, and probably adding new test types to run_all_tests.py.
- Install Calico and on the kind cluster we currently create in the 'live-cluster' job. See here
- Apply some Calico NetworkPolicies to the cluster
- Run some NCA cmdline tests and/or scheme-based tests to test NCA with a live cluster with Calico policies
