[QUESTION] Self signed certificate with cli

What / Why

I am coming from here: joelspadin-garmin/vscode-private-extension-manager#27 where this package uses pacote to get packages from registries. We use nexus3 as an npm registry with a self signed certificate.
How do I use the cli with a self signed cert?
